Landowners Impacted by DeLa Pipeline Left in Dark After Rep Says Project Mothballed

Landowners Impacted by Proposed DeLa Express Petrochemicals Pipeline Left in Dark by Moss Lake Partners After Rep Says Project Mothballed

Coleman County, TX — Landowners across Texas and Louisiana who face eminent domain seizure of their property for Moss Lake Partners' proposed DeLa Express petrochemicals pipeline today questioned the viability of the project, as some impacted landowners have heard from third-party contractors that the project’s viability is in question and it may ultimately be abandoned. 

Landowners working with the the Texas Easement Action Alliance landowners’ legal co-op report that Moss Lake Partners has not been in contact with them for months, and efforts to get an update from contractors for the company working on the DeLa project turned up evidence that Moss Lake is no longer pursuing objectives on the ground towards moving forward with the pipeline. 

Allison Koester, a third-generation landowner and steward in Coleman County, TX whose family property would be impacted by the proposed project, spoke to a former employee who told her the project is on hold. 

“The route of the DeLa Pipeline cuts through the middle of our regenerative ranch.” said Allison Koester, a 3rd generation landowner and steward in Coleman County, TX. “This land that we care for holds deep natural, cultural, and architectural value. We have been rebuilding soil health and plant and wildlife diversity.  The quail are finally coming back. We heard from a former Moss Lake Partners employee that the project was on hold. There have been no significant updates in the FERC filings since January of 2025. We are hopeful that the project will be cancelled.”

“My family lives less than 200 feet from the route of the DeLa Pipeline, which you know, has a half mile explosion zone,” says Alyssa Portaro, a landowner in Calcasieu Parish, Louisiana and Founder of Habitat Recovery Project. “My son suffers from a respiratory illness and I worry about the impacts of the pipeline's construction and maintenance. We are farmers, campground owners, and our land is Certified Wildlife Sanctuary as well - we don’t want the disruption and exposure. I have called Moss Lake Partner representatives repeatedly. Nothing. We wonder if the project has been abandoned, and we hope that is the case. We’re happy to have organized landowners with TX Easement Action Alliance to raise awareness about this project. Through our organization we plan to continue to share ways landowners can protect and fortify their land against pipelines - whether gas, CO2, or otherwise. In unity we are best positioned to stop the project, share best practices, and negotiate the strongest safety measures for all if it does happen.”
