PERMIT TO KILL: Potential Health and Economic Impacts from U.S. LNG Export Terminal Permitted Emissions

Liquefied natural gas (LNG) export terminals are permitted to emit levels of air pollution that cause serious health harms for people living in the region where the terminals are built. Air pollution from currently operating LNG export terminals is estimated to cause 60 premature deaths and $957 million in total health costs per year. If all the planned LNG terminals and expansion projects are built, those numbers would increase to 149 premature deaths and $2.33 billion in health costs per year.


LNG is Dirty

Liquefied natural gas (LNG) exports from the United States have risen dramatically since the LNG-export ban was lifted in 2016, and the United States is now the world's largest exporter. This LNG is produced largely from shale gas. Production of shale gas, as well as liquefaction to make LNG and LNG transport by tanker, is energy-intensive, which contributes significantly to the LNG greenhouse gas footprint. The production and transport of shale gas emits a substantial amount of methane as well, and liquefaction and tanker transport of LNG can further increase methane emissions. Consequently, carbon dioxide (CO2) from end-use combustion of LNG contributes only 34% of the total LNG greenhouse gas footprint, when CO2 and methane are compared over 20 years global warming potential (GWP20) following emission.


LNG is Inefficient

Gas Export Spotlight: Venture Global’s Operational Failures & the Impacts on Fishermen

The fishermen of Cameron Parish are under threat from the gas export industry. No company poses a greater danger than Venture Global, which has an application pending for a second facility in Cameron Parish even as its first one, Calcasieu Pass, continues its disastrous operations. According to its own reports, Venture Global’s Calcasieu Pass (CP) had over 2,000 permit violations in its first year of operation. It also destroyed a public boat launch on Davis Road, blocking crucial water access for local fishermen.


Speed Over Safety Gas Export Spotlight: Venture Global Calcasieu Pass Facility Accidents

There are operational problems at Calcasieu Pass (CP), as demonstrated by its near constant flaring. Venture Global is under-reporting accidents at Calcasieu Pass. There are consistent miscalculations of releases from the facility. The Calcasieu Pass facility is violating state regulations. LDEQ is not enforcing permits, but is instead increasing them to meet the needs of gas export companies. The LDEQ continues to issue facility air and water discharge permits but is not enforcing the permit conditions.


LNG is Harming Communities

No More Sacrifice Zones

Summary of Risks for Financial Institutions According to the United Nations, “a sacrifice zone can be understood to be a place where residents suffer devastating physical and mental health consequences and human rights violations as a result of living in pollution hotspots and heavily contaminated areas.”1 The communities of Southwest Louisiana have carried the health and economic impacts of oil refineries and the petrochemical industries for decades.2 These communities and the broader Gulf South deserve clean air, clean water, prosperous economic opportunities and safe neighborhoods. This region is inundated with the current operations and over 20 proposed expansion projects for LNG/methane export terminals.


Due to the threat of environmental and health risks from US fracking gas: German Environmental Aid files complaints against SEFE and EnBW with the BAFA (Federal Office for Economic Affairs and Export Control).

DUH accuses companies of disregarding due diligence obligations under the German Supply Chain Act – measures demanded a year ago have not been implemented as far as can be seen. Contracts between SEFE and EnBW for the supply of fracked gas from a US LNG export terminal are linked to harmful emissions, health risks for residents, and damage to local fisheries. The Federal Office for Economic Affairs and Export Control (BAFA) must now enforce legal requirements against energy companies SEFE and EnBW.
